considering the money being offered for actually performing--usually referred to as the salary, i suspect there's more than one up and comer who'd take the job in an instant. what we've actually got is a variation on the star system that's all the rage on wall street and in corporate boardrooms now days--getting there is the only criteria. competence and performance are irrelevant.
