It could also mean Hart wasn't offering anybody the job until he had interviewed all the candidates on his short list. Anybody who's ever interviewed for a job knows an interview isn't a job offer. You wouldn't want to just interview one guy. You want to get a good feel for all of them mother pick the one that fits best based on their interviews. It's called due diligence.
