All the data is real pretty but the bottom line is winning programs attract better recruits. And then it takes coaching to make the recruits into productive players. It was easy to recruit N&S Carolina when you weren't competing against Spurrier and the new found attraction to football in the ACC. Also Georgia was much easier to recruit when Goff and Donnan were there. Same with LA before Saban/Miles. Take the best recruits you can land and coach them up. Win some big games and then you will get some better recruits. Coach them up and the process will continue.
