The whole article seems as if it were "tongue and cheek". But knowing the NCAA it is probably real. AND no offense to lawyers who have to earn a living it sounds like ...well? lawyers. OR maybe the NCAA is a bunch of number crunchers. You know what I mean. Useless stuff for rules.
