Briscoe, who has caught 37 passes for 750 yards and four touchdowns this season, made his commitment after church Sunday morning.
"I just felt like they play great football at Tennessee and have a great tradition of winning," said Briscoe. "Their coaches are great. I also want to major in political science and communications and Tennessee is strong in those two areas."
Briscoe said he selected UT over Clemson and Georgia Tech after narrowing the race for his services down to those three schools.
Briscoe said he considers the wealth of receiving talent at Tennessee a good thing.
"It gives me a reason to work hard," he said. "I can also learn a lot from those guys."
Briscoe also plays cornerback and has two interceptions. He contributes on the kick return team and has returned two punts for touchdowns.
"I consider my speed and my ability to run after the catch as my greatest assets," said Briscoe, who says his best time in the 40 is 4.4 seconds.
He said he has been to Tennessee "five or six times" and plans to
come to the Notre Dame game this weekend.
Quarterback Jonathan Crompton, who committed to UT early, has been
talking with Briscoe about becoming a Vol, but Briscoe said he has not
talked with Crompton lately.
