UT booster Donny Cameron of Franklin has been disassociated from the Vols' basketball program for two years for admitting to having improper contact with Smith and his father, Billy, at high school games.
UT compliance officials sent out a letter to the SEC last Thursday detailing the general counsel's investigation and findings of Smith's recruitment. The league accepted UT's actions and forwarded the report to the NCAA on Friday.
The investigation started in April after there were allegations of NCAA violations involving Smith's recruitment.
According to UT's report, a businessman from Middle Tennessee served as the source, calling current coach Bruce Pearl to inform him that Cameron supposedly said he provided UT basketball tickets to Billy Smith and assisted him with living conditions, such as rent payments.
Cameron, who stated he was a regular donor contributing approximately $2,500 per year, told UT associate athletics director for compliance, Brad Bertani, that he didn't offer any payments or financial inducements to the Smiths.
Cameron, however, said he spoke with Tyler Smith before and after his basketball games at Giles High School in Pulaski and encouraged him to play for the Vols. That action represented an "impermissible recruiting contact,'' a violation of NCAA Bylaw 13.1.2.1.
"I'm glad it's behind us,'' Pearl said. "I thought the department showed a real commitment to proper institutional control.''
UT's report said former Vols coach Buzz Peterson and former assistant coach Chuck Benson said they had no knowledge of any recruiting violations in regard to Smith. Smith's former high school coach, Billy Holt, also denied having knowledge of any recruiting violations.
Smith signed with UT last November but reneged when Peterson was fired.
Pearl attempted to persuade Smith to honor his letter of intent with the Vols. Smith declined. Pearl, in turn, refused to grant Smith a release to play at another Division I institution.
Smith, who is enrolled at Hargrave Military Academy in Virginia, likely would have been UT's sixth man this season. Pittsburgh is now considered the frontrunner in the recruitment of Smith.
