Cadet, a 6-foot-1, 200-pound standout from Miami (Fla.) Central High School, said UT leads Florida and Virginia Tech, with Auburn and West Virginia also in the mix.
Cadet said he believes his mobile ability would be a perfect fit for UT's offense.
"I think that would be the best place for me to play because they are changing their tendencies behind center," he said. "I think I'd be able to run and throw and improvise for my team. I think it'd be a team that would be even -- not just run because I can run or throw because I can throw."
Cadet, who is being recruited by UT assistant coach Trooper Taylor, said he's appreciated the Vols' efforts to land him.
"They're recruiting me hard," Cadet said. "That's the place I think I really want to go."
Cadet said he had considered committing to UT but decided he wasn't ready to make an early decision. He said he instead plans to visit UT, Florida and Virginia Tech before announcing a decision sometime in November or December.
Wherever Cadet goes, he will face strong competition.
UT already has a commitment from Chattanooga McCallie quarterback B.J. Coleman. Virginia Tech received a commitment last month from Tyrod Taylor, a highly touted quarterback from Hampton, Va. Taylor, like Cadet, is known for his scrambling ability.
Florida signed Tim Tebow in the 2006 signing class. Tebow is expected to push senior Chris Leak for playing time as a freshman this fall.
Still, Cadet said he won't bother looking at each school's depth chart.
"It doesn't really matter to me," he said. "If you're afraid of competition you shouldn't be playing. I come from Miami. We're die-hard.
"The competition level is high here. If you go anywhere out of state, competition shouldn't be a problem."
Cadet said he visited hometown Miami earlier this summer but both sides decided the Hurricanes' stylde didn't match his.
"They haven't offered me anything," he said. "I have no problem. I'm probably not what they're looking for.
"I like UM and all but I don't want to go there. The system doesn't fit me."
Cadet isn't locked down to only playing quarterback. Cadet told the News Sentinel in July he would consider playing another position, as long as he gets his first shot at quarterback.
