The 6-foot-2, 205-pound safety/linebacker is scheduled to announce his decision during a press conference at 3 p.m. today at Catholic High School.
Smith had long been considering the Vols alongside the Fighting Irish. He told the News Sentinel earlier this month that he was "60 to 70-percent" decided he would commit to Notre Dame.
An official visit to UT on Dec. 9 didnt provide much momentum for the Vols. Smith said he had a great visit but, after returning home, said he was still leaning towards committing to Notre Dame.
Smith has been on UTs recruiting radar for well over a year and was one of the first schools to offer him a scholarship. The Vols recruited him long before his breakout performance at the Nike camp in Athens, Ga., last spring when he posted the fastest time in the shuttle run and one of the best 40-yard-dash times among the 600 participants.
During his senior season, Smith accounted for 3,041 offensive yards, 114 tackles and 10 interceptions during the regular season. He has been invited to the East Meets West All-American Game on Jan. 6 at Disneys Wide World of Sports Complex in Orlando, Fla.
Commitments are non-binding, until National Signing Day on Feb. 7.
