Garrett, a 6-foot-2, 195-pound safety from Pasadena (Calif.) College, told Tennessee he intends to commit to play football for the Vols.
Garrett, however, has another visit scheduled to Washington next weekend and is not yet being counted as a firm commitment by Tennessee.
Garrett has a brother, Brandon Garrett, who also is shopping for prospective colleges. Brandon Garrett could play a significant factor in his brother's decision if he is offered a scholarship by another school.
Justin Garrett is scheduled to take his official visit to Knoxville on Jan. 20. Brandon Garrett has been invited to walk-on at UT.
If things work out, Justin Garrett could be the next in a string of junior college defensive backs, such as Julian Battle and Gibril Wilson, to play integral roles for the Vols. Both started in their first years in Knoxville.
Garrett would be UT's 14th commitment of the 2006 class. National Signing Day is Feb. 1.

Andre Smith from Huffman High School in Birmingham, Ala., told the News Sentinel that he is no longer considering the Vols as he prepares for Saturday's U.S. Army All-American Bowl.
Smith said he is still considering Alabama, Auburn, Florida, Florida State, LSU and Southern Cal.
He said he is undecided but will make an announcement Feb. 1.
The 6-foot-3, 325-pounder is widely thought of as one of the top offensive lineman in the nation.
Clifton Geathers from Carvers Bay (S.C.) High School said he is considering the Vols along with Florida State, Virginia Tech, Southern Cal and Georgia. Geathers has yet to take an official visit.
Geathers said he plans to take his five official visits before the end of January.
"I'm going to try to take all of them before Signing Day," Geathers said. "I'll be busy."
Geathers said there was a plan to postpone his college evaluations.
"I was trying to concentrate on doing my work and focus on other stuff instead of just focusing on colleges," he said.
UT defensive coordinator John Chavis is heading up Geathers' recruiting for the Vols.
"Tennessee is a great school," Geathers said. "They've produced some good athletes. I wouldn't mind playing there. Coach Chavis is a down-to-Earth coach. He doesn't pressure me to do anything."
