Ball, a second-team All PrepXtra selection, is the second Knoxville-area kicker to walk-on at UT, joining Maryville's Taka Koyano.
Ball's 44-yard field clinched the Division II-AA state championship for the Spartans against Evangelical Christian School.
"He's been pretty consistent for us," Webb coach David Meske said. "He can kick under pressure."
Ball is up to about 50 yards, Meske said, and can consistently hit the end zone on kickoffs with good placement and control.
Unlike high school, college kickers must kick off the ground on field goals and extra points, something Ball did not do while at Webb.
"I think Steve has the potential to have success," Meske said. "He's going to improve a whole lot just because of the quality of coaching."
Former Bearden standout Britton Colquitt, an All-SEC punter in 2006, ended spring practice as the Vols' starting place kicker.
Daniel Lincoln, a scholarship redshirt freshman, is Colquitt's backup.
