A three-person committee heard Warren's appeal via teleconference, and its decision is binding.
Without a scholarship release, Warren would not be allowed to receive an athletic scholarship for one academic year at his next school.
Warren told Florida State he was seeking a transfer to Tennessee.
The 2005 Class 2A Mr. Football from Alcoa High School was named a freshman All-American tight end following his freshman season with FSU in 2006.
Florida State initially denied Warren's request for a release Feb. 27, nearly three weeks after he returned home to Alcoa in mid-semester.
