The skinny: A one-time Clemson commitment, Orta was on UT’s radar throughout the season. After a visit to campus during the winter, Orta was swayed enough to dump the Tigers for the Vols, providing his new team with yet another body in a depleted secondary. Though it’s likely he’ll need a year or two before he makes some noise in the secondary, Orta is a player that can fill some needs on special teams.
