Pretty obvious that 3 WR is the most effective. Down and distance influence it, but what you don't see in stats is which formation works best because the QB is more comfortable reading the related D coverage as well as the competency of the WR's used. Except for obvious short yardage it appears they could run 3 and 4 almost exclusively to get really good at it and they would be more successful.
